UKB, a consortium of 13 university libraries and the National Library of the Netherlands, has signed and therefore endorsed the aims of The Hague Declaration. All signatories acknowledge that there can be no copyright restrictions on academic results and research data and that everyone should have the freedom to analyse facts and data. Licences and copyright rules must not present a barrier to such activity. The knowledge economy will benefit from worldwide open access or open science.

Under the Declaration, European copyright rules must specify that authors do not lose the right to use or reuse data and texts by signing a contract with a publisher.
